MANILA, July 6 () -- The Philippine government launched on Friday a nationwide project that aims to protect the public from hazards brought by massive flooding.President Beningo S. Aquino III, who led the project launching in Marikina City, said that Project NOAH or the Nationwide Operational Assessment of Hazards of the Department of Science and Technology (DOST) will serve as an ark for the Filipinos against any catastrophe."We are putting an end on our misery during the rainy season," Aquino said, adding that the project has a flooding warning system that will alert communities near the 18 major river basins.Anyone could check the situation in their area if there will be flooding by just clicking the website noa.dost.gov.ph., he added.Aquino promised the DOST will provide 600 locally-produced automated rain gauges and 400 water level monitoring sensors on selected locations in different parts of the country before the end of 2013.With the use of rain gauges and Doppler radars, people could immediately know the situation in their place, giving them time to prepare, he added.Every year, an average of 20 typhoons enter the Philippines and most of them bring heavy rains, causing massive flooding.
Manolo Blahnik Sandalsby Christine LagatNAIROBI, June 26 () -- The U.S. government on Tuesday refused to lift controversial travel warning issued on Saturday to all Americans living in the east African nation to leave coastal city of Mombasa until July 1.A statement from the U.S embassy in Nairobi still cautioned Americans citizens staying in Kenya to exercise caution and vigilance in public frequented places."In accordance with the Department's 'No Double Standard' policy, when the Department or an embassy overseas deems a threat to U.S. citizen safety or security to be specific, credible, and non-counterable, we issue an emergency message. We cannot comment on specific threat information," the embassy said.Washington had warned its citizens of an impending terrorism attack in Kenya's coastal city of Mombasa and ordered Americans to vacate Mombasa as it also suspended all U.S. government travel to the port city until July 1, over terrorism fears."U.S. private citizens are not subject to the same restrictions but should consider this information in their travel planning. All U.S. government travel to Mombasa is suspended until July," said the statement released on Saturday."This is to alert all U.S. citizens in Kenya, or planning to travel to Kenya in the near future," the American embassy said in its third alert this year of imminent threats of terror attacks.A blast occurred on Sunday evening in Mombasa when terrorists threw grenades into at a bar in Mombasa, where patrons were gathered to watch the European championship soccer match between England and Italy, killing at least 3 people and left 25 others injured. The Sunday attack came hours after Nairobi bitterly protested at the decision by U.S. government to issue, terming an act of sabotage.Acting Head of Public Service Francis Kimemia and Tourism Minister Dan Mwazo also confirmed that the Kenya government has written to the U.S. embassy in Nairobi over the matter demanding that the travel ban be lifted."The travel ban is reckless, and uncalled for. It's very alarming for U.S. to issue such alarming statement without consulting the government of Kenya. We find this as an economic sabotage," Kimemia told journalists in the port city of Mombasa on Sunday. But on Tuesday, the U.S. embsassy said the warning which has been condemned by the Kenyan government was consistent with travel advisories it has issued in the past for the East African nation."Consistent with our Travel Warning for Kenya, we continue to urge U.S. citizens to exercise caution and vigilance, particularly with respect to areas where crowds congregate, such as shopping areas, bus stops, malls, and nightclubs," it said. The embassy extended its condolences to the families of those whose lives were lost, and offered them sympathies to the injured and their families."We condemn those who carried out the attack, for which no individual or group has claimed responsibility," the statement said.Mombasa, the country's second largest city and a major tourist spot is one of various cities targeted by a series of grenade attacks and abduction of foreigners in recent months.France has also warned its citizens to be "extremely vigilant" in Mombasa. The warnings came as police are questioning 2 Iranians detained over suspected links to a terror network planning bombings in the East African nation's key cities.Kimemia had said the East African nation was playing a pivotal role in ensuring that terrorism and other forms of criminal activities threatening the country's security were minimized if not eliminated. The East African nation's coastal towns are the backbone of the country's thriving tourism industry, which has been hit by the fear of terror attacks and the kidnapping of foreigners by Somali pirates from resorts near the border with Somalia.Police have particularly warned against the laxity in the screening of cars for explosives at all shopping malls and any business or social gatherings with at least 10 people at any given moment that these might be vulnerable to attacks.Kenya's tourism has suffered a decline the number of tourists arriving since September 2011 when the Somali militant group, the Al-Shabaab, carried out the kidnappings of tourists in the Lamu archipelago and the kidnapping of the Spanish volunteers. The port city, the capital Nairobi and other parts of Kenya have suffered a series of grenade attacks since Kenya sent troops into Somalia last year to try to pursue Al-Shabaab insurgents it blames for a surge in violence and kidnappings threatening tourism.
BANGKOK, Feb. 28 () -- About 1,000 members of a labor network on Tuesday rallied in front of the Government House demanding for a 300 baht (9.7 U.S. dollars) daily minimum wage across the country. The workers said the cabinet meeting's resolution on Nov. 22, 2011, to raise daily minimum wage of workers in only seven provinces from April 1, 2012 onwards was unfair. They asked the government to review its wage hike policy. Those seven provinces include the capital city of Bangkok, and five other provinces in central part Samut Prakarn, Samutsakorn, Pathumthani, Nakorn Pathom and Nonthaburi, and the resort island of Phuket. The protesters called on Prime Minister Yingluck Shinawatra to heed their demands by herself or they would prolong the rally. Two traffic lanes around the Government Compound were blocked, causing traffic congestion. Police were deployed inside the compound and nearby areas to maintain law and order. After the new round of wage hike, daily wage in the country will vary from the highest 300 baht in those seven provinces to the lowest 222.6 baht (7.2 U.S. dollars) in northern Payao province. The minimum wage rise is one of the Pheu Thai-led government's populist policies promised with the people during the election campaign ahead of July 3-poll.

UNITED NATIONS, Feb. 17 () -- Marking the one-year anniversary of the revolution in Libya, UN Secretary-General Ban Ki-moon said Friday that Libyans are within reach of a "democratic future" which one year ago seemed only a "distant dream"."In the year ahead, the United Nations stands ready to lend its utmost support to Libyan efforts in the transitional period, particularly to the election of a National Congress and the subsequent process of constitution-making," said Ban in a statement released here by his spokesperson. In the statement, the secretary-general urged "all Libyans to stand together in a spirit of reconciliation; to insist that a revolution in the name of human rights must not be tarnished by abuses but must bring about justice through rule of law; and to ensure that women, youth and civil society as a whole are encouraged to play their full part in the development of transparent, inclusive and accountable institutions."With the transition to democracy, Ban noted, it is "a period of great challenges, but it is also a time of opportunities to build a new Libya that honors the sacrifices of its people in their struggle for freedom."Inspired by uprisings that had swept Tunisia and Egypt and forced their leaders to step down, thousands of Libyans started a string of protests against former leader Muammar Gaddafi's 41-year rule. After months of civil war, the Libyan people finally saw the establishment of a transitional government which is tasked with brokering national reconciliation and restoring economic and security order.Libya's ruling National Transitional Council (NTC) was established to serve as Libya's interim government after Gaddafi was ousted from power and killed by rebel forces. In the aftermath of the conflict, the UN Security Council established the UN Support Mission in Libya ( UNSMIL) to support rule of law, national reconciliation, and the electoral process in the north African country.
